In other words, "I can make it a war, or I can leave it as a military operation and dip out."
It's obvious which he is going to choose as he has not ordered any preparations for a prolonged campaign and has explicitly told the Iranian people that he's leaving it up to them.

Thank you Trump!! I hated how they followed us while in the Gulf. We weren’t able to do anything other than making sure they stayed far enough away.

This is still an early phase, but Iranian retaliation so far has been very ineffective, likely disrupted by massive opening shot.
On a broader level, Iran can't cope with Israeli and US military power. Even if it fires more missiles and gets some hits, Tehran is overwhelmed and outmatched.
