It's a cheap tool no doubt, so it benifits their, is the weaker, side heavily. But don't think it's mostly going to be used by just their side.

We’d gladly let Afghanistan be someone else’s problem. Preoccupying Pakistan with them keeps their minds off India too.

In the long run, this simple fact is more likely to create a running balance shift in global power, than the regime change in Iran.

The rest of the world now realizes that aligning with China no longer gives them ANY security.
