Not sure how Presidential scholars... whoever they are... can possibly rank a president that has been in office for 1 year vs all other presidents.

Correct, a president shouldn’t be judged until out of office.
That being said, a president should probably start around the mid-20s and adjust based on the fallout from their term(s).
Barry may be high now but everything covered up during his 8 years is going to tarnish what little of his legacy there is.
