That wouldn’t be squatting though. That would be the landlord evicting the squatter illegally.
Look, I agree that eviction processes, particularly in larger urban areas, are too favorable to squatters and are ripe for reform, but the fact remains that if a landlord just changes the locks on a squatter without going through a court-ordered eviction process they’re opening themselves up for some adverse legal consequences.

If squatter can squat then owner can squat with him or have someone else squat there to make the original squatter uncomfortable

There’s obviously ways to get rid of a squatter and an eviction notice is not even required.
