So, the statue represents two sets of arms (and stylized shoulders) hugging one another. The element perceived as a "dick" in that first image just represents the stylized shoulders of the person being hugged. Hell, the NAME of the piece is "The Embrace," which was carefully excluded from the OP.

If I had to guess, the "front" is intended to represent MLK's hands/arms, and the "back" is intended to represent the hands/arms of his wife.
Yeah, the selective posting of that second image was indeed pretty "dick-ish."
