Tweet mentions that forward loss offsets are allowed, but I'd have to see the actual details on that one because those have to be realized in order to recognize them. So, my guess is no you wouldn't be able to deduct unrealized losses. My assumption is that the law makes no reference to if the investment loses value over the year, you probalby just wouldn't owe tax. It is a stupid idea all around.

Here’s what I’ve never understood when I’ve heard these proposals before. Are they going to give you a 36% tax credit on unrealized losses? When the market has a shite year, is the Dutch government going to have to come up with money for everyone?

You sound angry, did my comment hit close to home? I do pay my property taxes. I own a House, couple Barns and 109 acres. Tax is less than $1200 a year and I don't consider than unreasonable. The land alone is likely worth 750K today, House 350K or so. If tomorrow the gov't said I owed 36% of 1.1Million (400K), that would be unreasonable and I'll fight for what is mine. If you are not willing to stand up and fight, that's fine with me. You may not have enough to bother fighting for, I don't know and don't care what you do.
