Napoleon died in 1821. Hard to imagine that this quote existed for almost 70 years, and no Frenchman wrote about it.
In the French book Sentiment Napoleon did speak of Caesar and Alexander, but Hannibal was the 3rd conqueror mentioned, not Charlemagne. More proof that this quote isnt real.

Is God not powerful enough to defeat evil, or is he simply not willing and wants people to suffer at the hands of the evil deities he put in place on the earth?

My understanding is that the Bible teaches the anti-Christ is the one that will bring peace to Israel and its neighbors. For a while at least , until he turns on them. You can see global politics shaping up like dominos ready to fall if you pay attention.
