That doesn't mean that the country and economy aren't growing. It means that the sectors that employ illegals aren't as lacking the labor that they once were.

There are natural barriers, fences, and manpower to prevent illegal crossings. The wall does not address the real issues which is overstays.
It is all political on both sides.
