Personally, it doesn't really matter nor bother me who is on the cover of the book, as long as the appropriate materials are being taught.
That being said, if the purpose of this book cover is to be an image or referendum of the subject within, then i'd say that the cover lacks. While Martin Luther King was a lot of things, his service to the inter-workings/formation of the American form of Government isn't as impactful as other notable figures in history that had vital roles in establishing our form of government. Personally, i would think a picture of the US Capital building would be more appropriate than a picture or monument of any one man.

The book is fine. Written by a republican and a guy that worked for W. It's even been criticized as being too conservative.

I taught AP Government and Politics for 26 years in a public high school (as well as AP-US Hist and AP-Euro Hist).
How anyone whose brain functions could criticize that text cover is beyond me. Any teacher of AP Govt will tell you that MLK's name and work comes up in more than one place in that course. And that text is pretty fair-minded ideologically.

There's definitely more appropriate covers, but I'm not really complaining about that one.

OP has a point. MLK was never elected to office and was not a government official. A former president, SCOTUS judge or Senator should have been on the cover.
It's like putting Piccaso on the front of a calculus textbook. It doesn't fit.
