BS. He was going to pardon him whether he was the nominee and lost, or got dumped like he did. This wasn't an act of spite, but one of self-preservation.

Nope. A deal implies something in exchange for something else. What does Joe get out of this? He didn’t need anything from anybody to pardon Hunter; that power was his and his alone.
I’m sure Joe will pardon all kinds of people, but that won’t be quid pro quo for Hunter’s pardon; it will be for money, more than likely.
