I didn't express myself very well, when I said it seems lame I meant it's lame that you have to remind people or force people to dress in a proper manner for a formal setting.

Equality has never applied to dress code.
If that was the case, women would be wearing jackets and ties.
The idea that men and women are the same is inane.
For the record, I’m ‘pro-dress code’ in places of business.
Those politicians are doing the business of the people of Missouri (theoretically, anyway).
Casual business attire typically means sleeveless is ok.
Professional business attire usually requires sleeves on dresses and blouses, so as to avoid unhygienic underarms, peekaboo issues with the bra, and possible … spillage.
Again … how Missouri chooses to codify dress code in their statehouse is their issue.
