He said he won’t publicly endorse President Trump. He’ll vote for him because deep down he knows Trump was a great president, he failed to do what was in the best interests of the country, and he knows that the deep state, MSM, and lawfare against President Trump is unprecedented and damaging to the country, without saying it publicly.

And it's a lot best people who won't endorse him - his veep, chief of staff Kelly, multiple defense secretaries, multiple homeland security secretaries, comms people. But the base knows better than the people who worked with him.
