If he believed the policies were wrong he should have resigned. He carried them out so he is just as guilty as anyone. And the border wasn't the only thing he executed. He tried to assassinate Trump with the SS.

He either made or enforeced those decisions and if he felt they were wrong for the American people he should have resigned. This is the defense of the Nazi's who murdered milllions. Following orders is NOT an excuse.
