Your argument is apples to oranges. Long term care for accident victims fall to the States, not the Federal Government. Driving on public roads isnt a right. Its a privilege. When you are granted a license, you agree to mitigate bad outcomes. That includes obeying speed limits, driving only when sober, and obtaining insurance in case you cause harm to others.
If you want to go fast without a seat belt, do it on private property. That's perfectly legal.
