The government declassified their weather manipulation technology decades ago. The U.S. government has admitted to using cloud seeding during the Vietnam War to attempt to wash out the Ho Chi Minh trail to slow the flow of arms from China and North Vietnam to Viet Cong units in the South. The cloud seeding succeeded in significantly lengthening monsoon season, resulting in an exceptionally rainy year, but it failed to prevent the resupply of Viet Cong fighters.

There's no avoiding the energy problem. Hurricanes are tremendous heat pumps. To influence the behavior of something pumping that much energy means injecting or rejecting energy on a similar scale. No man made device is doing that. It would require colossal amounts of energy, and something of that nature could never be concealed.

Nothing stated here rules out nefarious behavior by the govt. Desiring to confiscate lands for lithium mining while also punishing a red state area and disrupt voting, they theoretically could have taken advantage of an opportunity and seeded an existing cat 5 hurricane remnant as it approached N Carolina to maximize its rain event.
Not saying it happened but definitely wouldn’t put it past them at this point.
