Sounds like the state of Louisiana as I had that problem over what was a use tax on reclaimed wood to use in refurbishing products. Every month after the initial audit fined me with added penalties I had to front the money only to claim the following month and then front again that month. It was a way to get 2 months of free money lent to them.
