Who can say?
What we can (and do) know is that this kicked off about 6 days after Biden announced he was running. Rudy G says he was doing it at the request of the state dept, that Trump knew of it and supported it, and that it wasn't foreign policy.

But the precedent is there. Following this new tradition he'd be in the clear to enlist CIA/FBI/Foreign Agents and govts. Secret courts and secret agents, spies, propaganda, the entire Cold War apparatus back to work but turned against Americans in politics.
