The Constitution largely leaves it up to the states how to run elections.
The Constitution put the mail into the exclusive control of the federal government.
No one is forcing the states to use the U.S. mail. They can hire UPS if they want.

Not for ballots, No.
Flipside, there's a few types of mail USPS is not allowed to carry.

Not that AI is the be all end all, but I asked and it says that states don't have to use the USPS.

There is not a constitutional law but there is a federal election integrity law that is and has been in place. If not, then Russia, China, etc would be mailing ballots to whom ever they wanted. They also could mail in completed ballots (this is or was happening within the UPS by the way).

Yes and it is a problem and has been for decades. They still have to be certified and a chain of custody is involved. The problem is the integrity of the system. For blue states and cities it is a feature rather than a bug. Mail in ballots and voting machines have corrupted our elections for a long time. Third world countries have better and more secure elections than we do. Think about that for a moment.
