States are not legally required to use the United States Postal Service (USPS) for all of their mail, but federal laws (known as the Private Express Statutes) grant USPS a legal monopoly over the delivery of standard "letters". [1] (LINK State Mail Rules WorkThe Postal Monopoly: Under federal law, USPS has the exclusive right to carry letters. This means state agencies generally cannot hire a private courier to deliver everyday letters or official notices unless an exception applies. [1] (LINK to the Monopoly: The Private Express Statutes exempt certain items from the USPS monopoly. States are free to use private delivery services (like FedEx or UPS) for items such as:Legal papers and court documentsChecks, commercial papers, and financial documentsBulk mail or identical letters sent to a single addressPeriodicals, catalogs, or printed books [1] (LINK and Ballots: States manage their own elections. While mail-in and absentee ballots are traditionally delivered via USPS, federal courts have affirmed that USPS cannot dictate state election rules or act as a gatekeeper over how states handle voting. States choose to use USPS for ballots because of its universal reach, but they also utilize secure drop boxes and local election offices. Don’t forget her close association and ideological alignment with Marc Elias, the Lawfare specialist that engineered Mail in ballot issues in multiple states, including here in Georgia.

Another spawn of Clinton…..
