Semantics...
Doloff instigated not protected.
You can't attack and instigate and claim protection.
Charged as murderer by investigation for all above.
Doloff is in my opinion a culpable expenditure by 9news who by design hired a hot gun to create a fictional account.
They have the resources to hire real agents...

Looked like he had moved to intercept Keltner after hearing him tell Newman he was going to frick him up, and then became focused on the threat and nothing else.
Not completely terrible...poor or inadequate training yet again, I believe.

Dolloff moved 2 big steps to his left to avoid the mace, and left Newman wide open. You can see this by looking at the shadow of double fence posts where it crosses the dark gray streak in the stamped concrete.
