Could have been the microwave weapon. Makes people feel like they're burning, but not really. I think it does excite the interior layer of skin to feel the burn.

They’re called infrasonic weapons. Been around for some time but recent technology allows them to be more compact. Older weapons were very large and not very transportable.

I have witnessed an active denial system used years ago in NO at Madri Gras. Company demo it as crowd control. It’s a sonic weapon that emits a beam that makes your skin feel like it’s on fire. You can part a crowd like the Red Sea.
