Putin has already gotten all the usage from his "foreign policy resource" that he is going to get. He should have done more to protect the credibility of his resource to maintain effectiveness. But some things are impossible to do, even for the Russian FSB.

He's too ignorant to understand a fact which Bessent stated perfectly. Waiving sanctions kept oil from going anywhere near $200 per barrel and Russia making even more money as a result of a discount from such a high price.
