The really interesting thing is that she said all of this, not behind closed doors, but on public TV. Making sure that all Russians know that the economy is very "sick".
Either she is the bravest Russian woman of all time, unafraid of an early death by window.
Or things are now SO bad in Russia that she frankly doesn't care anymore. There is nothing more that she can do to save Russia, or herself, from its ultimate collapse. She will fall just as much as Russia will fall.
No lies, no cover ups can stop the inevitable.

For the first time, Russia will borrow in Chinese yuan to plug its ballooning budget deficit, Reuters reports.
The finance ministry plans to issue ¥300-400 billion worth of yuan-denominated bonds domestically, after failing for over a decade to secure favorable terms from Beijing. First placements may come in December.
Russian Central Bank Governor Nabiullina knows what she's talking about. This is nothing but grand larceny.
Russian exporters to China have for years been paid in Yuan. But as the Yuan is heavily controlled by Beijing, when these exporters tried to exchange them back to China for Ruble or First World currency, they were faced with a substantial haircut.
Since the sanctions have shut other financial institutions to Russia, the Chinese have increased this margin to the point where major Russian exporters (oil companies) are sitting on these Yuan.
But the Kremlin is deperate for the money. So what do they do? They off load these Yuan onto the Russian Finance Ministry for forced issuance to the Russian Federal States, paid in Ruble. Let the taxpayers take the hit.
They can justify this by stating that the Yuan is independant of domestic inflation and will thus accelerate in value. But that's a pipe dream, ignoring the issue that got them into this fix in the first place - the Chinese won't honor the underlying face value of these bonds just as they don't honor the face value of their currency.
Kicking a very expensive can down a very short road.

No chance. One call from Putin - a video call - and TACO backs down again.

Why waste a missile like that on an apartment building? Thats a part of the Russian strategy that I have never understood.
Multiple reasons.
Start with the fact that the Russians don't have much of, if any, a satellite operation that is capable of helping geolocated targets and then help guide any smart munitions they have to their target. They've got big fancy rockets and warheads, but they have to just 'fire and forget' them, meaning that they can land anywhere.
But it's also part of their strategy and policy. Again, the Russians have been open about not acknowledging Ukraine or their people's right to exist, so they not only don't have a problem with a rocket that was meant for a military target to hit an orphanage their own leadership probably thinks they are advancing their cause by doing so, rather than just pissing the Ukrainians off.
I've been knocked on this board for calling the Russians stupid, lazy, mean and a whole bunch of other things, but here you see that actual policies that illustrate that's exactly what they are.

To give you all an idea of how big these battles are, and for how much land they are fighting over, the Russians have taken about 28,484 square miles. 12% of Ukraine. (Area roughly equivalent to half the size of the U.S. state of Iowa):
Institute for the Study of War's Numbers of Russian Gains
So, to put these maps that T1gerNate has given us into perspective:
-Start with the state of Iowa
- Cut into half
- Then, go to the box in the lower right-hand size of Nate's map and compare the area taken to half of Iowa, meaning that the entirety of that half of Iowa is not represented in the lower right 'big picture' map of Ukraine.
- Now zoom in to the town being for over for months, if not years.
Not real impressive, if we're being honest.

Look at the scale on some of these maps and the area illustrated is very small.

Special operation in Pokrovsk: GUR units conduct an airborne operation in the city — sources Exclusively
Special forces and aviation of the Main Intelligence Directorate of the Ministry of Defense have launched a complex landing operation in Pokrovsk. Military intelligence stormtroopers entered areas of the city that the Russian command considered controlled.
This was confirmed to the Public by sources in the Defense Forces.
According to the source, GUR attack aircraft entered those areas of Pokrovsk that Russian generals had previously declared "captured."
It is noted that these areas are considered strategically important for Ukrainian logistics. Several helicopters are involved in the operation. Budanov is on site and is personally directing the operation.
During a briefing on October 31, President Zelensky reported that Russian troops had concentrated about 170,000 troops near Pokrovsk . The situation in the city remains difficult.
Suspilne

Pro-Russian sources are already claiming that the GUR operation failed and all the operatives are now dead. I'll wait for some proof, thanks.
EDIT: here is the video that's circulating in defense of those claims:

If tweet fails to load, click here. If the number is actually anything close to 700, it would be by far the largest drone attack that Ukraine has executed. Typically, only about 2% of these strike drones hit on target, but that number would mean 14 hits. And obviously, a larger number saturating air defenses means that more are likely to get through. We'll see what the results are. I'm skeptical of the "700" number.

GUR units deployed, largest drone attack of the war from Ukraine, multiple reported Russian breakthroughs..... Things are moving faster.

Rybar is showing Russia operating inside the fortress city Kostiantynivka. If true, a major development.

All three lines of the oil product pipeline used by Russia to transport gasoline, diesel, and aviation fuel to the front exploded simultaneously, the HUR reported.
The strike disabled a major military facility near Moscow. Neither the anti-drone net nor the paramilitary guards protecting the site could prevent the attack.
The “Koltsevoy” main oil product pipeline, with a length of 400 kilometers, supplied fuel from the Ryazan, Nizhny Novgorod, and Moscow refineries. Each year, it transported up to 3 million tons of aviation fuel, 2.8 million tons of diesel, and 1.6 million tons of gasoline.
