Can you imagine if this tax proposal of 44% capital gains gets passed the amount of people cashing out there 401k and IRAs right before this law goes into effect?

See, it's a trick. If you have to sell to pay your 25% on unrealized gains, but then those gains to pay taxes would get taxed as realized gains at 44%. Then you have to sell more to gross up to the proper amount.
Wall Street would collapse.

401(k)s and IRAs don't have capital gains taxes, but I get your point.
