Poor shots and the combination of reps in fixing trauma plus advances equal lower deaths.
Also you can’t discount large liberal cities from smudging numbers because they have a history of doing that.

And crime in 2024 was down almost everywhere from 2023

It's actually an improvement. Their average is 1 kill of 6 shot. 7 of 38 is a tad better. Either the shooters are better or the targets are fatter and slower.
