Arguing that Congress controls staffing of individual departments is ridiculous. They may have a say in who heads the departments, but staffing is not under their authority despite how badly you would want it to be. Have you ever heard of a prior situation where the administrative branch has reduced staffing of a department in which Congress intervened?

Someone in this Administration needs to audit the administration and operations of the judicial branch. Audit their dockets, and their staff levels.

I'm not 100% certain for all roles... but some are... statutory. That's how they know. It's written down as law for all to see.
