No, I do not agree with it. All meetings of public bodies where deliberations or actions occur must be open to the public, with proper notice and agenda requirements. The discussion of a resolution and the proposal are each deliberative actions and thus are violative if done outside of a public forum.

From what I've read, what they ratified was something which was proposed and deliberated prior to the public meeting where it was ratified. That said, if you can find a public meeting where it was first proposed then I'll gladly read over the minutes.
