SHREVEPORT, La. (KSLA) - The following information was provided by Harper Law Firm:

A Louisiana Supreme Court-appointed judge ruled today (July 13) in a case involving the Louisiana Attorney General’s Office and the Caddo Parish Commission.

The ruling favored the commission and seven commissioners, ordering $240,000 in sanctions against the attorney general’s office.

The lawsuit claimed the commission violated Louisiana’s Open Meetings Law during a June 2025 event tied to Sen. Bernie Sanders, where a proclamation was presented.

Judge John C. Davidson wrote that the case was frivolous, not properly investigated, and should not have been filed or pursued. He also said the filing appeared to be motivated for improper reasons.

The sanctions will be paid by Louisiana taxpayers, not Caddo Parish residents.

It’s coincidental that Liz Murill claims the costs she incurred due to a dropped indictment mirror the amount she was fined for acting improperly in her position in an unrelated situation.

She needs to appeal that very liberal judge.

Move on from y’all ignoring actual wrongdoing by our officials in favor of speculating about someone in New Orleans doing something that upset Liz Merrill?

How do you figure she actually incurred $250,000 in costs from a dismissed indictment? Looks like she just added $10k to the amount she was fined.

I know she won’t have to pay the fine personally just like whoever y’all want fined in New Orleans won’t pay theirs either.

Probably by retaining Kyle Schonekas’s firm among others. Big retainer.

Wrong doing? By questioning the fact of what happened and what judge determined? If it didn’t fit the law in the first place then this appears to be a bit prejudice for the outcome

The judge's ruling will get overturned.

Louisiana Public Meeting Law

The state law is strict on this. Official actions generally require a properly convened, noticed public meeting. Taking action outside of that process is a violation.

The Commission members filed (and were granted) an "Exception of Lack of Subject-Matter Jurisdiction," which basically says the court does not have the legal authority to hear or decide the case because the subject matter is outside that court’s jurisdiction.

That said, the Commission cured their violation in a later meeting where they ratified the resolution and the court usually looks at that as no longer being a live controversy and thus seeing the issue as moot. Think of it as "qualified immunity" for public bodies.

However... I don't know if there is an actual law which allows for that sort of "end-run" where a resolution can be adopted in a violative meeting then just passed with a simple ratification at a legal meeting or if this is just tradition. If the latter, Liz might have a chance if she appeals it but she may also risk getting it enshrined as being law.

Attorney General Liz Murrill released the following statement in response:

Our office is charged with enforcing the open meetings laws. After an investigation into this matter, my office concluded that a violation occurred. Both our legal duty and the underlying facts related to this matter are detailed in the legal complaint filed by my Civil Division, which is charged with enforcing the open meetings laws. No one disputes that the Commission issued a resolution, or that it did not conduct a meeting before issuing the resolution. I believe the district court was wrong as a matter of law when it held there was no meeting and, therefore, the open meetings law could not be violated. Indeed, while it is factually correct that there was no meeting, the ruling misses the whole point that open meetings are required to conduct official business, and if a public body issues an official action without a meeting, it has violated the open meetings law. Now that this matter has concluded at the district court level, we will take the whole thing up on appeal. I do consider this an important issue to resolve and that this reasoning would gut the open meetings law.”

On this day, she didn’t care about legalities, she cared about “the point” instead.

No wonder y’all want the 19th amendment repealed.

AWFLs like yourself are the cause of most arguments for this.

Did you skip this part in haste or purposefully

that open meetings are required to conduct official business, and if a public body issues an official action without a meeting, it has violated the open meetings law

Obviously this is the whole stink

before issuing the resolution. “ they didn’t have the open meeting that was required and before issuing a resolution
