This is an obvious oversight by people responsible for training our LEOs. Anyone carrying a firearm should be proficient in its usage. If they fired nearly 50 times and only hit him 19, that's 30 some odd rounds that could have gotten an innocent bystander.

I tend to believe that in any scenario where someone brandishes a firearm against someone, if that other person is armed, they aren't going to shoot once and hope they hit their target.
