I read an article a couple weeks ago about the looming crisis of the decreased population (due to the lower crime rate "catching up"). Basically there is a disproportionate "old" population who are serving long sentences without an adequate replacement population for the prisons we have.
But we could lose a substantial % of our prison population and still out-pace all the other developed, Western nations.

Incarceration rates have been going down since the 1970s if I recall criminology 101 correctly b

Yes. You trust politicians to allocate resources more efficiently than a free market? Not sure if that's what you're trying to imply but if so just like some clarity on that.
