Like in that Supreme Court (CA) case. If you want a driver's license, then you have to take a photo. If you don't, then you don't get to break the law and get one anyway.

Localities typically require permits for events on public property for many reasons, including liability; access for police, fire, etc.; for ensuring proper facilities like bathrooms; for maintaining capacity limits; ensuring other events aren’t planned for the same time; upholding noise and other nuisance ordinances; and other logistical and financial reasons.
These reasons don’t really apply in private venues like churches, which are responsible for controlling access, for liability, and capacity issues. They are already required to uphold local regulations, regardless of how they use their facilities.
There shouldn’t be a need for a permit for a church to host an event on its premises as long as all other regulations are upheld.

Personally, I wouldn't have a problem with that - especially if general civil unrest could be reasonably anticipated.
If a mosque was going to invite some famous radical ayatolla to speak, and it was anticipated that the topic at hand would incite the attendees to violent action, I would hope the civil authorities would not allow that to happen.
But then, I have an awfully low tolerance of Islam.
