But, somehow, within minutes of the dude getting shot yesterday, we are all dead certain that the Feds did not get wind that Donavan was going to visit him, and followed him, or led them there through electronic surveillance - or were tipped off by someone else.

Have you forgotten they knew where Bin Laden taped early video messages by analyzing the background? Shadows from the Sun for time day, month, year. Color of soil, composition, trees, and grasses, etc.. So much detail analysis they drove him to video inside basically a cardboard box covered in cloth.
The FedGov if nothing else knows exactly where Starbucks next door to a Pizza Hut, across the street from a McD's is through tracking Flood Insurance or other land/RE documents. It's scary how much they can cross reference instantly if anything is in their databases for any use they can dream up.
All FedGov needs is a couple of data point identifiers and they know exactly when and where a pic is taken anywhere in the USA. Made even easier with Google sending the street mapping and geo mapping autos literally everywhere.

no it's not. He literally said penn led the feds to chapo. No one said he wore a wire.
