Had they just meant Indians, they would have left it at that. Due to the fact that “not taxed” is added, it shows this was the reason that Indians were not counted. Thus, those who aren’t taxed are what they are determining to not be counted. Indians just happened to be the main example of this at the time of its writing. Pretty simple.

I will even give you MORE of a clue.
53 reps at 710K (set number per rep..)= 37.6 Million people. That's based on 2010 data. Cali claims there are 2.2 million people living there illegally.
If that's the case, should they not have 56 reps if all people are counted and used for representation? Yet they don't.

1880 Special Census of Indians. A complete list of the tribes included in this census is found at the beginning of roll 1. There is no name index for this census. Section 8 of the census act of March 3, 1879 (20 Stat. 475), authorized the Census Bureau to enumerate all Indians not taxed; that is, those on reservations or in unsettled areas.
Indians not taxed refers to Indians not living in incorporated areas.
