So, if these foreign citizens were, say, part of an invading Army, if the War of 1812 had been 2 years earlier, do we count those redcoats for apportionment and federal tax dollars for those areas they occupy, yea or nay?

Tap out? Look back a few posts of mine. I posted directly from the census website and it shows I was correct about residence and who the census counts.

I don't think you understand.
You point out simple existence in the area. The question was what constituted the definition of "residence" at the time. "Residence" implied something more than simply having a physical presence existing in the area.

I think what some are alluding too with "nothing will happen" statements is that congress has become belligerent in ignoring the will and laws of the people and constitution.
They ignore subpoenas, defy referrals for investigation, and generally travel to the beat of their own drum. Not one member in the recent past has be indicted publicly from all this crap. Its a good ole boys club and they know it.
