I understand, and somewhat share your frustration. Our private health care system is beyond broken, our insurance/payment system is a scam, etc.
But... the VA system is even worse than our private health care system.
I just have zero faith in our federal government making it better. Even if we redirected all our health spending - insurance, cash payments, co-pays, etc - to the government, I have 0.0 percent faith they can do a better job, and 0.0 percent faith they can do the same job. It will be worse.

No. Tricare is an insurance plan for current military members and some retirees (and their dependents). The VA is a hospital system.
Most people I know who have Tricare, use the private hospital system.
