Some people have a hard time wrapping their head around this concept, but here goes. Being black isn't always a function of skin color/genetics to some black people. A lot of it depends on whether or not you are on "their team." There are white people that many black people generally consider to be black.

Just looked up a 30 second clip of this and, yep, he said that in the exact context as presented in the OP
And judging from the Twitter comments, there are a lot of black people that are willing to accept that in order to get rid of Trump. Unbelievable.
