alternative location. I think it needs to be in the senate if possible. He can't turn this into a partisan affair. He needs to speak to all Americans....they are the ones that said FU to the establishment of both parties.

Does he need a little extra audience(Congress/Senate)? Why not just address the nation from he oval office. Seems like an easy solution.

The key is that he must address Congress. That's in the Constitution. Legal experts, maybe the SC, will have to decide the how and where he can do this.

It’s pretty clear all that is required is a letter from time to time. Been done more that way than in person. No requirement of an address.
