FWIW all law enforcement anywhere needs at least reasonable suspicion to search a vehicle on the roads or highways. ICE and CBP get that automatically near the border, basically. Outside of that, it would theoretically need to be developed or articulated same as any other LEO search.

I'm pretty sure you need a CDL to drive a semi truck, and I'm pretty sure a condition of the CDL is that your cargo is subject to search at any and all times without reason, and you can be stopped at any time for any reason.

Your logs and stuff are subject to inspection at any time, but cargo is not. There’s a 4th Amendment threshold for the trailer and physical searches.

I seem to recall ICE camped out on the side of the road in west LA when I used to drive to Houston a good bit. Even during the Obummer years.

I have been driving in and out of Birmingham since I was old enough to drive. I have watched Trooper pull plenty of people over in that time. I have never seen them so focused on pulling over tractor trailers as they have been this past few months.
The Troopers have been a lot more active pretty much everywhere you go lately. They are really busy on 65 though pulling trucks over.

These are commercial vehicles and not protected in the same way.
If what you're saying is true, inspections at weight stations would be illegal.

But then we found out states like California were giving CDLs to people that couldn’t even understand the tests
