It will turn any into a third world country and ruin it completely. A lot of people will leave. NY is becoming irrelevant on the world stage anyway. South Florida is becoming the financial hub of the world and Wall Street is losing that position. The problem with NY is that the majority in that city are not Americans, it’s a city made up of third world trash and that will not work!

Him failing won't do anything to dissuade the cultists. They will say there were too many guardrails on him doing what he wanted to do, and that is what caused the failure.
The worst case is him being mildly successful or even just neutral BECAUSE some guardrails (in the forms of laws or people) stop him from shooting himself in the foot. They will consider that a win and use it to market for similar candidates around the country, ignoring the fact that the only reason he was even mildly successful was because he was stopped from doing what he actually wanted to do.
