What % of budget have we found as waste so far? And when we say waste really define what waste is. Is it dollars they didn't go where congress allocated or just dollars you don't agree with allocated that way by congress specifically?

Wasteful, of course it can be.

Corruption, I don’t see how you blanket rule it out just because it’s going to where Congress intended it to go. Congress intended the Pentagon to get $859B but things like a $90K bag of bolts and a $75K toilet can still be evidence of corruption. Graft can and does occur with money that has gone where it was intended. And the very allocation of that money from Congress can be corruption. We all know how Congress can be bought. No one performs better in stock.

Moreover, there are allegations of misappropriation of funds.
