Pitiful. With $20 plus trillion in debt we should have first class everything, but we don't. Education is a good example of that.
Politicians have been ripping off the American people big time. And when the feces encounters the overhead rotary blades - and it will - we are going to be shocked at who gets splattered.

This is all about "equality" rather than providing a good education. Our schools are a giant social experiment, not institutions of learning.

This is what kills me about all of the homework that comes home at such a young age now. All that is happening is enormous gaps are being created between the kids who have parents at home to help them and those that do not.

From their site, it looks like SAT scores about being linked.
The SAT is not norm referenced to my knowledge.
I think a major issue with the SAT and ACT is the distribution of test takers. The number of test takers is on an upward trend; I would imagine this is largely comprised of students who may not have taken it before, which brings the scores down to some degree.
I need to look again, but in grad school I looked at the distributions across years, and I noticed large increases in the percentage of Hispanic test-takers. While their quantitative scores were stable and pretty high, their verbal was not, probably due partially to language, not necessarily aptitude.

I don't think that you know what I'm talking about. Common core does not introduce project based learning or any of the other types of teaching methods that are found in few charter and private schools around the country. "Manipulatives, songs, games, etc." we are talking about grades beyond kindergarten here...
Our current education system is centered around preparing kids for standardized testing with century old classroom designed to maximize the quantity of content that students are exposed to. I suggest you actually take a little bit of time looking into alternative teaching methods such as that done at High Tech High in San Diego.

Education is not supposed to be gimmicky . . . AT ALL. Regardless of formatting methods, dissemination of information needed for basic life skills is the target mode. This should essentially concentrate on instruction of conceptual content followed by practical application. The "student-centered" stuff your speaking of (and Common Core) is merely kowtowing to the needy liberal generation which got us in the mess we are in right now.

SAT Trends--2000-2010Just look at the language of the test takers. The non-English speaking increased by 3%. Don't you think that could have any impact on test scores, since reading (language heavy) decreased by 4 while math increased by 2.
