Joe WILL PARDON Hunter re any of the 'Big Guy' stuff and head off any investigations which lead back to Him and Obama and the Deep State Cabal. Why shouldn't he pardon, or why won't he. Not like the Law is going to stop it; his 'team' IS the 'law'.
