How do we solve the Bum problem in Baton Rouge?

Driving around town it’s disgusting. Bums under every overpass and beggars at every major intersection. O’Neal at 1-12 literally has a small encampment of tents. Are there any local ordinances that can be enforced to help address this? Apologies if this should be on another forum.

Local cops are either unwilling or unable to do anything about it.
The politician's solution was effectively to put up "Don't feed the animals" signs at every I-10 exit rather than do anything about breaking up these camps of homeless who are doing organized panhandling.

I drive past several of the big intersections regularly. Blows my mind that the mayor, police, or city council do nothing. This shouldn’t be a divisive political issue. Who the hell wants to put up with this stuff or thinks it casts a positive light on the city?

Sam Kinison proposed a similar solution in the late 80s / early 90s.
The skit involved him getting a homeless guy and interviewing him about what skills he had, what prospects he had, if he had any family, etc.
If he had none of the above, he got executed and then the rest of the homeless started readjusting their expectations for a job.
