How did Louisiana get a Senator like Kennedy?

Louisiana had statesmen senators who, whether you agreed with them or not, were giants in the Senate. Russell Long was an especially powerful senator and J. Bennett Johnson, too. John Breaux was a highly effective conservative Democrat.
Edward Livingston was the brother of Robert Livingston, who negotiated the Louisiana Purchase. He was perhaps the most influential senator the early state had, as he wrote the Napoleonic civil code so unique to Louisiana. He also negotiated the amnesty he got for Jean Lafitte and his band of pirates for their support to defend New Orleans against the British. He later became US Secretary of State and at one point was Mayor of New York.
All through the years, for some reason, Louisiana had some very learned, capable and highly regarded senators like Allen J. Elendor. Then suddenly, we got political clowns like Mary Landrieu, who at times were effective but equally divisive and more liberal than the state as a whole.
Now we have Cassidy and Kennedy. Cassidy seems to be developing into an effective senator but Kennedy comes across as a rube when he's on television. I moved to Texas back 20+ years ago, so wasn't in state to watch his rise to the position.
Whenever I see him on TV being interviewed he comes across as the caricature of everything that people poke fun at about southerners. Is he really so popular there that he would be re-elected easily?

Don’t let his persona fool you. He is and has become one of the most revered senators in the country.

Not saying he IS a rube, just how he appears as one. It can be an act to make others underestimate you. I get that.
But how did he get there? Is he that popular? Looking in from outside he just seems so goofy.

Kennedy has bided his time since about 1995.
He was originally an adviser to Buddy Roemer’s failed campaign in 1995 and turned that into an appointment to head of LA Department of Revenue under Mike Foster. He eventually turned that into a spot as Treasurer then, despite a few false starts, was able to turn that into a Senate seat.
He effectively played the long game by moving up incrementally and using it to build name recognition for bigger goals.
He was originally an adviser to Buddy Roemer’s failed campaign in 1995 and turned that into an appointment to head of LA Department of Revenue under Mike Foster. He eventually turned that into a spot as Treasurer then, despite a few false starts, was able to turn that into a Senate seat.

The posters have covered it but he has an aw shucks personality and is self-deprecating. I used to live in Louisiana so when he first emerged as a senator he intrigued me and I looked him up. He has stellar educational bona fides. He's undoubtably a sharp guy. Don't fall into the "he's a rube" trap.

Last I heard of him, he was sitting at Barnes And Noble all day every day talking with whoever would show up. But that’s been years.
And not counting all the time spent getting his son out of trouble, such as when he shattered a friend of mine’s jaw in a soccer game with a running punch.

Kennedy is a shrewd politician. He leans into the bumpkin persona, so don’t let his accent fool you.
