Kennedy is a smart guy. He comes across as a rube because he knows his base... trailer park populist republicans. They are suckers for that homespun bumpkinism.
Kennedy is a master at complaining about things he can't effect, and offering simple solutions his simpleton base can understand, that he knows won't work.
He is a master politician. His concerns are not about conservatism. His concern is building his brand and enriching himself. And he is very good at it.
