Whether he did or didn't it obviously wasn't illegal or they would have charged him. The statutory rape thing appears to be the Trojan Horse that they can use to expose the other details that may not be illegal but are very damaging politically. He didn't make that statement about how he used to be a wild bachelor for nothing.
