They don't have Seal teams, the have the Special Boat Service, which is pretty much the same thing. It's the naval version of the SAS. They do use our SDV, however.
They wouldn't have needed our help. Planting explosives at 300 ft is a trival task, and just about anybody could have pulled it off. I have no idea who did it but a complex military effort wasn't needed.

If I was a nation-state that wanted it done that’s exactly how I’d have done it. Even if they got caught and the entire world “knew” who ordered it you’d still have plausible deniability.
If it was at 1,000 feet then the list of suspects grows a lot smaller, but at that depth it could have been anybody.

I actually talked to someone in the know this past weekend over Thanksgiving. We did not do it bc it hurts our allies as well.
