Because that is not what the Trump administration is doing. Trump is trying to federalize all elections through a national voter roll. That way the feds can strike people from the voter roll and there is nothing that a state or locality can do about it.
Do you Biden or Obama deciding behind closed doors that you have to reregister to vote when you show up to the polls? I sure as hell don't want Trump to have that kind of unchecked power.
States administer and regulate elections. Trump is attempting to take administration of elections away from the states. That is what is going on.
