amusing Hurr. Harvey story, about 5-6 days after the storm which removed half my house, we were taking a break with the next door neighbors when much to our surprise, 4 young people in military garb and bright yellow hats asked if they could help. I had pallet of bagged concrete mix 20 bags, planned to give it to the neighbor because he had a use and a dry place to store. Neighbor asked the young folks if they could move the bags. Response was we came to help, but that looks like work so we will be going to help elsewhere.

Since this seems to be your laser focus, it should perhaps be amended to say "WERE from civilians". Until they were shut down for not being properly vetted, authorized and just plain abused.
There are major problems and a great deal of them are from the government agencies themselves OVER seeing their oversight responsibilities.

If you doubt 1 source. Ok. 2 or 3 sources and claims, ok. But when you have hundreds of reports not restricted to just twitter or social media, but from eyewitnesses and the overwhelming feel for the situation is FEMA is fricking up big time and is a hinderance as it moves it's giant bureacracy into position to slow things down, don't you think maybe you should listen instead of deny because the bad press opposes your favorite candidate for President?
Explain the purpose of FEMA trying to block starlink.

Different folks have different experiences as this disaster continues to unfold and since civilians were first on scene and therefore, first to act, it may have taken a little time for government agencies to begin screwing with them.

I had friends trapped near Black Mountain NC. They had to hike out nearly 2.5 miles across mud slides, collapsed roadways, downed trees etc. There was one (private) group that cleared a road further up the mountain enough for vehicles to meet them once they got there, and one (private) group, his brother, who was able to pick them up after making one heck of a drive around all kinds of obstacles and closed roads to get them out of NC. When they got to the top of the mountain there were residents up there evacuating a stroke victim via a tractor. They had to move the victim across a hastily erected plank bridge to reach a (private) 4x4 to transport him out to find a hospital.
This was 3 days ago. The only emergency personnel they saw was one of the local towns fire depts, riding horseback to deliver emergency aid. Emergency personnel were contacted on Sept 27 about this area. My friends waited in place with a small group of others but they had limited water access, no power, and were lacking medications for a long stay. Thankfully they were fit enough (in their 70s) to make the hike out with assistance from some of the younger members of their little group. They were in place for 4 days and never saw the fire and rescue group that was supposedly going to be there to evacuate others from the area before they made the call to try and hike out.
Hopefully the people who live in this area are getting better help now.

No reason why the governors didn’t have have the National Guard on standby

Here is wild video of private helicopters, (yes Jake, private choppers), doing amazing work. This is at the beginning before access was being limited.
ETA; I wanted to join the Army and become a Warrant Officer and fly Helicopters, instead of College and Football stuff. Still kind of wish I had done that.

I know for Katrina we had the Army NG rescuing people from the jump. The Guard was called up before it hit and working multiple ways. Multiple states sent guardsmen in and worked. I was in the guard here at the time. I haven’t heard much about this response for Helene.
