But Canadian financial and law-enforcement agencies have said that Canada does have a problem with fentanyl trafficking. Transnational organized-crime groups, including ones linked to Mexican cartels, are making drugs in Canada and exporting them.

On Thursday, a report by Canada’s Financial Transactions and Reports Analysis Center, which monitors suspected money-laundering in Canada, said trafficking networks in Canada, the U.S. and Mexico have increased production of fentanyl and other drugs, and have been sending more offshore.

Canadian police said in October that they had busted a fentanyl “superlab” in the western province of British Columbia. Police seized hundreds of pounds of fentanyl, methamphetamine, Ecstasy and cocaine, along with 89 handguns and automatic rifles, explosives, body armor and the equivalent of $350,000 in cash.

The lab had enough “precursor,” the chemicals used to make the drugs, to operate for weeks and produce 95 million lethal fentanyl doses, police said. They also discovered tons of chemicals used in making precursor, suggesting a level of sophistication “unprecedented” in Canada, said David Teboul, assistant commissioner of Canada’s Royal Canadian Mounted Police.
